Swami Vivekananda Merit Cum Means Scholarship Scheme (SVMCM)
The Swami Vivekananda Merit Cum Means Scholarship Scheme is an initiative by the Government of West Bengal to support meritorious students from economically backward families in pursuing higher education. The scheme underwent significant revamping in 2016 to expand its reach and enhance scholarship amounts.
Scope of the Scheme
The scheme benefits students pursuing regular courses in:

Class XI and XII

Undergraduate (UG) programs in Science, Arts, Commerce, Engineering, Medical, Technical, and Professional fields

Postgraduate (PG) programs in Science, Arts, Commerce, and Technical/Management fields

M.Phil and Doctoral (Ph.D.) programs under NON-NET Junior Research Fellowship and NET-Lectureship categories
Special Provision for Kanyashree (K3) Applicants: Girls pursuing PG courses in Science, Arts, and Commerce streams with at least 45% aggregate marks in UG degree from institutions in West Bengal are eligible under the Kanyashree (K3) category.
Eligibility Criteria
General Criteria:

Academic Year of Passing: Candidates must have passed in 2024, 2023, 2022, or 2021. Candidates unable to gain admission in 2021 or 2022 due to unavoidable circumstances may apply in the year of advertisement.

Minimum Marks:

Class XI, XII, and UG level: At least 60% marks in the last qualifying examination.

PG level: At least 53% marks (45% for Kanyashree applicants). For Engineering/Technical fields, the minimum is 55%.

M.Phil/Ph.D.: Enrollment must not predate 01.04.2017.

Income Ceiling: Family income must not exceed Rs. 2,50,000 per annum.

Bank Details: Applicants must furnish their bank account details (Account Number, Bank Name, and IFSC Code) for direct beneficiary transfer.
Additional Academic Criteria:

For HS level: At least 60% aggregate marks in Madhyamik Pariksha. Marks from additional subjects are excluded.

For Diploma courses: At least 60% marks in Secondary or HS exams for first-year admissions or ITI (2 years) for lateral entry. The courses must be approved by AICTE, PCI, or CoA and affiliated to WBSCT&VE&SD.

For UG level: Minimum 60% marks in the HS exam conducted by WBCHSE or Madrasa Education.

For PG level: At least 53% aggregate marks in graduation for general education (55% for technical courses). Kanyashree applicants require a minimum of 45% marks.

Application and Sanction Procedures

Applications must be submitted online through the designated scholarship portal.

Eligibility is determined based on academic merit and income criteria.

Scholarship amounts will be directly transferred to the applicant’s bank account.

Candidates cannot avail of any other government scholarship or stipend for the same course.
Renewal Process

Renewal applications must be submitted online within one month of admission to the next higher class.

Any falsification in income documents will lead to severe disciplinary action.

Failed transactions must be corrected by 30th June of the following financial year.
